Fast food: how long is "too long"?

Here there is a strong tendency for the fast foods to shave payroll by only operating one food prep assembly line, filling orders for both the counter and the drive up.
The closest Taco Bell to where I live has facilities for three food assembly lines, and I've never seen the third in operation, and only scarcely see them running #2.
SO, with roughly half their business being drive thru, expecting prompt walk-up counter service is a total folly

Not only that, but if you go to this Taco Bell, or the nearby Arby's....within an hour of closing time, they will have all the cash registers at the counter already Zee'd out and will ring up your counter purchase on the drive thru register.
