No, it's not collusion, and it's actually considered by many to be a very useful feature. My guess (and don't quote me) is that Google -- and other bigger e-mail providers -- provide an API that they offer to certain companies that they trust and that meet certain criteria (like the ability for the user to opt out?) that allows them to grab the contact list.
There may also be an option to disable this functionality from within your Gmail account, too, not sure.

It's not a lot of fun sifting through pages and pages of T.O.S. stipulations, (the time spent, etc) but I guess I should just to figure out what happened here.
Also, when you sign up for a game at facebook, they usually insist that you give them (the game app) permission to access your "friend" and "personal" data, but that reads fairly clearly that they are talking only about within the Facebook domain, not out into the world elsewhere.
But it was right after I signed up the [YYY Facebook] ID for the game (which [XXX Facebook] was already a playing member), that I started getting the "Hey maybe you know [111 Facebook] suggestions in both my [YYY Facebook] AND [XXX facebook] accounts
Here's the weird thing though: I just entered my GMail address into the Find Friends e-mail address box, and then before I could enter the password for that e-mail address, the password box disappeared and FB is telling me that "We can't import contacts from this address yet."

I'm thinking that their interpretation on items such as "things I like" as well as "Places I check into" is being interpreted VERY liberally.
After all, they make their money making connections for people, so the more leeway they give themselves, the better
