This is true, people would FLIP though. But then as a result people flip when the tear gas is thrown and stuff.
Which quite frankly is actually probably more effective anyway especially when the police are at a distance (which would mean a fire hose stream would be less impactful). On the other hand, my guess is a fire hose would keep people moving but they'd probably stick together as they moved. Whereas the tear gas tends to cause people to run in all sorts of directions due to the nature of it. I guess it depends on what they're looking to accomplish.
