I would first have a discussion with the parents of these kids and see what they are all about. Then, I'd have the kids and their parents do some community service. Visit the Alzheimer's wards, the hospice patients, etc. I'd make these kids see how life can be when they get old or sick. I bet doing something with the parents would be unusual.
These kids are 7th graders. So they are old enough to know what's going on. They need to learn about compassion and awareness. I don't think the jail method teaches much. Make them build a house for the Bus Monitor. She's certainly got enough money to afford the materials after the viral video.
I haven't watched the video as I'm not sure I can bring myself to do so, but assuming the bus monitor did nothing to provoke it (if not that day, in the past), at minimum they should be suspended from school for at least two weeks. Some sort of public humiliation at the school might be a good idea too, like making them make a public apology in front of the entire school and the monitor before their suspension can be lifted.
They should also be informed that the next offense will mean an expulsion.
