The thing about shows like Judge Judy (and the reason they exist in the first place in my opinion) is to glamorize the process of the legal system and to encourage people to resolve their differences through court by trying to portray it as a fun environment.
I wouldn't be surprised if shows like Judge Judy were funded by lawyers as a way to keep it in the minds of people at all times -- particularly low income people that would watch TV during those hours when the show is on. During commercial breaks, viewers are inundated with ads for legal services.
It's sort of like how the Dr. Oz show is a vehicle for promoting expensive plastic surgeries and other medical procedures, and is no doubt endorsed and funded by doctors.
